Paul Adom-Otchere, the former Board Chairman of the Ghana Airports Company Limited (GACL), has taken legal action against the Office of the Special Prosecutor (OSP), challenging a directive that compels him to declare his property and income.
The directive, issued on August 4, 2025, forms part of an ongoing investigation into alleged corruption and corruption-related offences surrounding the award of a revenue assurance contract between GACL and Evatex Limited. Adom-Otchere, who is also a prominent media personality, is under scrutiny for his role in the contract’s approval.
In his application filed at the High Court in Accra, Adom-Otchere—represented by former Attorney-General Godfred Dame—argues that the OSP’s directive is “manifestly unlawful,” violates the Office of the Special Prosecutor Act, 2017 (Act 959), and constitutes an abuse of administrative power.

A declaration that the OSP’s directive and accompanying threats of “legal consequences,” “confiscation,” and “detention” are unlawful and amount to harassment.
An order prohibiting the OSP from detaining Adom-Otchere should he decline to comply with the asset declaration demand by the stated deadline.
