Ghana’s journey toward becoming a key player in the global lithium market is set to take a decisive turn this week. The Ministry of Lands and Natural Resources is scheduled to present the Mining Lease Agreement between the Government of Ghana and Barari DV Ghana Limited, the local subsidiary of Atlantic Lithium, to Parliament on Tuesday, November 11, 2025.

According to the business statement for the week ending Friday, November 14, 2025, the agreement, covering the extraction of lithium and other associated minerals at Mankessim in the Central Region is expected to be tabled under the Presentation of Papers section during parliamentary proceedings.

A Landmark Moment After Two Years of Delay

The presentation, if it proceeds as planned, will mark a crucial step toward Ghana’s first-ever lithium project after more than two years of procedural delays and negotiations. Industry analysts see it as a test of the government’s commitment to ensuring transparency, accountability, and fair value for Ghana’s mineral resources.

Once presented, the revised Mining Lease Agreement will be referred to the relevant parliamentary committee for detailed examination before a resolution for ratification is brought to the full House. This stage will also allow public scrutiny of the document, enabling Ghanaians and civil society organizations to review the terms and provide feedback.

Transparency and Legislative Oversight

Although the revised terms of the lease are yet to be made public, expectations are high that they will reflect improved benefits for Ghana following calls from stakeholders for better state participation and value retention in strategic mineral projects.

However, parliamentary sources note that items under the “Presentation of Papers” segment can sometimes be deferred, meaning Tuesday’s sitting will be closely watched to confirm whether the much-anticipated document finally reaches the floor.

A Test of Government’s Resolve

Observers say the outcome will be a litmus test of the government’s readiness to bring clarity and transparency to one of the country’s most significant mining deals in recent years. The lithium project at Mankessim is expected to play a pivotal role in boosting Ghana’s green minerals agenda, attracting investment, and positioning the country as a key supplier in the global electric vehicle and renewable energy value chains.

If Parliament proceeds with the presentation and review process, it will signal that Ghana is ready to move from negotiation to action, ushering in a new chapter in the country’s mineral development story.
