2026 Budget: Education and Health Dominate Social Spending: 600 New Schools and Expanded ‘MahamaCares’ Programme Announced

The 2026 Budget Statement underscores President Mahama’s commitment to inclusive development, placing education and health at the center of Ghana’s social transformation agenda.

The government announced plans to construct 600 new schools nationwide, comprising 200 primary, 200 junior high, and 200 kindergarten schools. Additionally, 400 teachers’ bungalows and 400 sanitation facilities will be built to improve teaching and learning conditions.

Finance Minister Dr. Cassiel Ato Forson also confirmed the completion of 30 abandoned E-blocks and the upgrading of 30 Category C Senior High Schools to Category B status.

On healthcare, the budget introduces the MahamaCares initiative, a social health policy that expands free primary healthcare services, strengthens the National Health Insurance Scheme (NHIS), and creates a Ghana Medical Trust Fund to improve access to essential drugs and diagnostics.

“Health and education are the twin pillars of our transformation agenda. No Ghanaian child should be denied opportunity because of poverty,” Dr. Forson told Parliament.

The budget further allocates funds for the construction of 12 new district hospitals, completion of ongoing regional health facilities, and upgrading of the Korle-Bu Teaching Hospital infrastructure.

By emphasizing education and health, the Mahama administration seeks to equip the next generation with the skills and wellbeing necessary to drive national productivity and competitiveness in the coming decade.
