Finance Minister Dr. Ato Forson to Present 2026 Budget to Parliament on November 13

The Minister of Finance, Dr. Cassiel Ato Forson, is scheduled to present the 2026 Budget Statement and Economic Policy of the Government of Ghana to Parliament on Thursday, November 13, 2025.

A statement issued by Parliament’s Public Affairs Directorate announced that, in line with security protocols, media houses wishing to cover the event or host live morning shows in Parliament’s foyer must apply for accreditation. Applications are to be submitted to the Director of Media Relations no later than Tuesday, November 11, 2025.

“It is important to note that no media person would be granted access without accreditation. We count on your usual cooperation,” the notice emphasized.

Budget Presentation in Line with Constitutional Mandate

The Majority Leader, Hon. Mahama Ayariga, confirmed on the floor of Parliament that the presentation of the 2026 Budget Statement and Economic Policy will be in accordance with Article 179 of the 1992 Constitution of Ghana.

He explained that the forthcoming budget outlines the government’s financial and economic plans for the year ending December 31, 2026, and is expected to provide key measures to sustain economic stability and promote growth.

“The Budget will reflect the Government’s commitment to job creation, economic stabilization, fiscal discipline, and sustaining gains made under the ongoing IMF program,” he said while presenting the Business Statement for the Fourth Week ending November 14, 2025.

2026 Budget Focus Areas: Jobs, Stability, and Fiscal Discipline

According to Parliamentary and Ministry of Finance sources, the 2026 Budget will focus on:

  • Job creation and youth employment
  • Economic stabilization and growth
  • Fiscal discipline and debt sustainability
  • Maintaining a 1.5% primary surplus
  • Sustaining reforms under the IMF program

The Ministry of Finance has already conducted extensive stakeholder consultations and budget hearings with various Ministries, Departments, and Agencies (MDAs) to gather relevant inputs for the policy document.

Private Sector and Energy Concerns Ahead of Budget Presentation

The private sector has urged government to prioritize access to low-interest credit, reliable energy supply, and tax reforms in the 2026 Budget.
Meanwhile, energy sector players are calling for accountability and transparency in the management of the GH¢1 fuel levy, emphasizing its impact on pricing and operations.

Economic analysts also anticipate that the budget will address key issues such as inflation management, revenue mobilization, and infrastructure financing, given the country’s ongoing efforts to strengthen post-IMF economic recovery.

Parliament’s Agenda for the Week

In addition to the budget presentation, the Majority Leader revealed that the Business Committee has taken notice of a growing number of referrals to Parliamentary Committees.

“Currently, three hundred (300) referrals have been made to twenty-three (23) Committees for consideration and report to the House,” he said.

He further disclosed that five (5) Ministers are expected to appear before Parliament during the week to respond to questions from Members of Parliament (MPs).
