The Speaker of Ghana’s Parliament, Alban Sumana Kingsford Bagbin, has inaugurated a significant scholarship scheme aimed at expanding educational opportunities for Members of Parliament (MPs) and staff of the Parliamentary Service.
This strategic initiative, in collaboration with the Noble International Business School (NiBS), offers over $200,000 worth of reduced tuition packages for beneficiaries pursuing advanced Master’s and doctoral programmes focused on governance, leadership, and public sector innovation.
The scholarship is a direct move to enhance legislative work by cultivating a culture of intellectual depth and professional excellence within the House.
Focus on Advanced Governance and Leadership Skills
Under the new scheme, MPs and parliamentary staff gain access to NiBS’s flagship postgraduate offerings, notably the Doctor of Public Sector Innovation and Leadership. These tailor-made programmes are designed to equip government officials with advanced skills in policy analysis, evidence-based decision-making, and institutional transformation.
Speaking at the launch in Parliament House, Speaker Bagbin underscored the necessity of this investment. He stated his firm conviction that modern governance demands more than political rhetoric, requiring instead lawmakers who are equipped to “diagnose issues, interrogate policies, and make evidence-based decisions.”
“This launch marks yet another significant milestone in our ongoing journey to strengthen Parliament as the cornerstone of Ghana’s democracy and foster a culture of excellence, learning and leadership,” said Speaker Bagbin.
Strengthening Legislative Capacity and Oversight
The expected outcomes of the scholarship are clear: supporting beneficiaries to conduct rigorous research, produce high-quality policy briefs, understand the fiscal implications of bills, and strengthen parliamentary oversight.
Reflecting on his leadership, the Speaker dismissed the notion that parliamentary strength is demonstrated through aggression, arguing that intellectual discipline and informed argumentation are the true markers of legislative authority. He stressed that the initiative is also intended to build a legacy of knowledge within the House, positioning Ghana’s Parliament as a model institution of democratic governance globally.
The Indispensable Role of Research-Driven Training
Prof. Kwaku Atuahene-Gima, President and Founder of NiBS University, described the launch as a significant moment, emphasizing the immense responsibility held by Parliament. He cautioned that decisions made under conditions of uncertainty necessitate strong analytical and research skills to prevent wrong decisions.
Prof. Atuahene-Gima further highlighted that research-driven training would enhance the MPs’ ability to represent their constituents effectively by strengthening their capacity to support public arguments with data and logic. This, he believes, will not only build credibility but also improve transparency and citizens’ trust in Parliament.
He revealed that some participants have already enrolled, demonstrating remarkable improvements in their work, and called on all eligible MPs and staff to take full advantage of this crucial Speaker’s initiative.
