Hon. Anne Musah Addresses First Ordinary Meeting of Builsa South District Assembly with Bold Development Plans Across Key Sectors

The District Chief Executive (DCE) of Builsa South, Hon. Anne Musah, delivered her speech at the first ordinary meeting of the fourth District Assembly. The meeting was held in fulfillment of Section 28(2)(a) of the Local Governance Act, 936 of 2016.

In her opening remarks at the district conference hall in Fumbisi, Hon. Musah expressed gratitude to the President for the opportunity to serve, and extended heartfelt thanks to the Assembly Members for their confidence in her leadership. She acknowledged the vital role played by traditional leaders, the clergy, development partners, and other stakeholders, affirming her commitment to working collaboratively for the district’s progress. According to the DCE, her vision aligns with the President’s “Resetting Ghana” agenda — prioritizing jobs, accountability, and prosperity. She pledged to foster peace and stability, attract investment, and improve livelihoods throughout the district.

Hon. Musah emphasized the importance of strategic coordination, urging Assembly Members, department heads, and agencies to align their goals for cohesive development. She outlined progress in some key sectors across the district:

Peace and Security: The district enjoys relative stability, thanks to proactive security efforts. The Assembly remains vigilant against issues like robbery, land disputes, and youth crime. Continued support for joint patrols, community watch groups, and traditional dispute resolution is planned. “Security in the district remains generally stable, thanks to the tireless efforts of our security services. However, the assembly remains alert to emerging issues such as armed robbery, land disputes, youth-related crime, etc. The Assembly will continue to support joint patrols, community watch initiatives, and inter-community dispute resolution in collaboration with traditional leaders.”                                      Governance and Administration: The Hon. DCE indicated that, the Area Councils have been successfully reconstituted to enhance grassroots participation. The Assembly is revamping these structures to boost local planning and revenue mobilization. ” Over the past month we have successfully reconstituted the various sub-district structures ( Area Councils)In line with our commitment to deepening decentralization and enhancing grassroots governance, the assembly is taking decisive steps to revamp and operationalize the Area Councils. These substructures will serve as vital conduits for community participation, local planning and revenue mobilization”.   Financial Performance: She made known to the Assembly Members present that, the total revenue was GHS 3,569,351.56 — with key allocations to education, health, and infrastructure as of June 2025. Total expenditure: GHS 2,109,799.79. Internally Generated Funds (IGF) reached GHS 87,682.00. Hon. Musah called on Members to intensify revenue mobilization to support the district’s budget and action plan. “Total revenue for the period stood at three million, five hundred and six pesewas ( GHc 3, 569, 351.56) with key allocations to education, health, infrastructure, and social services. Total expenditure for the period stood at two million, one hundred and nine thousands, seven hundred and ninety -nine Ghana cedis seventy pesewas ( GHS 2, 109,799.79) as of June 2025, the assembly was able to mobilised an amount of eighty seven thousand, six hundred and eighty two Ghana cedis ( Ghc 87, 682.00) as Internally Generated Funds (IGF)”.   Agriculture: According to DCE, the Feed Ghana Programme which aimed at food security and agro-industrial development , 320 farmer-based organizations in the district have been registered. She therefore encouraged Assembly Members to mobilize farmers to take part and benefit from the initiative. “As part of the government’s strategy to ensure food security, it recently launch the feed Ghana Programme. The Programm seeks to modernize agriculture, create jobs, reduce food inflation, and promote agro- industrial development. So far, three hundred and twenty ( 320) farmer based organizations have been registered by the District department of agriculture to benefit under the programme. I therefore urge my Hon. assembly Members to encourage our farmers to register in order to benefit from the programme”.        Road Infrastructure: The DCE stated that Recognizing the role of transport in districts growth, the Assembly is set to construct new roads and rehabilitate existing ones to establish a modern and efficient network capable of supporting the district’s economic ambitions. “The economic growth and the development aspiration of our district hinges significantly on the development of a robust and modern infrastructure network. To this end, the assembly intends to construct new roads and improve existing ones”.
Environmental Protection: As part of its commitment to sustainability she said, the Assembly commemorated the 2025 edition of the “Tree for Life” initiative. This annual event aims to restore degraded landscapes, promote sustainable forest management, and tackle biodiversity loss and climate change. The Assembly also applauds department heads, staff, and stakeholders for their active participation in this milestone exercise. “The assembly is committed to protecting the environment by promoting sustainable waste management, investing in green infrastructure and supporting community initiatives that preserve natural resources and biodiversity. As a result, the assembly commemorated the 2025 edition of the tree for life initiative which seeks to restore degraded landscapes, promote sustainable forest management, conserve biodiversity, and address climate change and environmental degradation.”
Health Sector: A collaborative approach is being adopted according to Hon. Musah to confront major public health challenges, especially the alarming prevalence of anaemia among pregnant women and the surge in drug abuse among youth. Through educational outreach, nutrition programs, and mental health services, the Assembly seeks to create communities built on wellness and dignity. “The assembly is intensifying multi stakeholder collaboration, including traditional leaders, health professionals, educators and civil society actors to address pressing public health concerns such as, the high prevalent of anaemia among pregnant women and the rising tide of drug abuse among the youth. Through targeted outreach, nutrition education and mental health support. We aim to build resilient communities where every citizen can thrive in dignity and wellness.”
Education: As an effort to bridge educational gaps She said, schools across the district have been provided with essential support such as furniture, roofing,repairs, and resources for mock examinations. “The Assembly pledges to expand classroom infrastructure and continue advocating for teacher deployment to underserved areas. “the assembly supported schools with furniture, roofing, repairs, and resources for mock examination ( MP support). The assembly will prioritize constructing more class rooms and continue advocating for teacher posting to underserved areas”.
 Development Partnership: She also indicated that, to maximize impact, the Assembly is deepening its engagement with development partners to drive progress in education, health, economic empowerment, water and sanitation, and financial assistance for vulnerable populations.
Ongoing Projects: As part of her speech, Hon. Mussah indicated that, numerous projects are currently underway throughout the district, with additional initiatives in the pipeline to sustain the momentum of development.

Hon. Musah closed by reaffirming her commitment to inclusive governance and urged continuous collaboration to achieve impactful, district-wide development.
