Parliament Approves New Road Maintenance Trust Fund to Revolutionize Ghana’s Infrastructure

Ghana’s Parliament has given its stamp of approval to the Road Maintenance Trust Fund Bill, 2025, a landmark piece of legislation poised to transform the funding and upkeep of the nation’s vital road infrastructure.

This new law establishes a dedicated fund aimed at ensuring the sustainable financing of maintenance and rehabilitation works on roads, bridges, and related infrastructure across the entire country.

Addressing Past Challenges for a Brighter Future

For years, the existing Road Fund has grappled with persistent institutional and legal constraints, significantly hindering the timely execution of essential road maintenance and rehabilitation.

These long-standing issues, as acknowledged by the government, have led to the rapid deterioration of road networks, consequently increasing vehicle operating costs for drivers and posing serious road safety concerns for both commuters and transport operators.


Streamlined Financing and Stricter Oversight

Speaking in Parliament, the Minister for Roads and Highways, Governs Kwame Agbodza, emphasized the significance of the new legislation.

“The new law not only streamlines the financing framework for road maintenance but also introduces stringent penalties to curb the misappropriation of funds,” stated Minister Agbodza. This crucial addition aims to ensure greater accountability and efficient use of resources.

Expanding the Scope of Road Infrastructure Support

The newly established Road Maintenance Trust Fund will take over all the vital functions previously handled by the repealed Road Fund Act. This includes routine and periodic maintenance, as well as the rehabilitation of the existing road network.

Furthermore, the Trust Fund will continue to provide essential support to Metropolitan, Municipal, and District Assemblies in their critical road-related functions, ensuring comprehensive coverage and support for Ghana’s road infrastructure.
