Minister for Communication, Digital Technology and Innovation, Sam George, has directed an immediate suspension of the enforcement of the regulation requiring courier riders in Ghana to obtain operating licenses.
The directive comes after the Ghana Postal and Courier Services Regulatory Commission launched a strict compliance operation in Accra on Tuesday, August 20, 2025. The exercise, carried out with support from the Ghana Police Service, led to the arrest of unlicensed courier riders and the seizure of several motorbikes, sparking public concern.
In a statement posted on X (formerly Twitter) on Thursday, August 21, Sam George explained that while the enforcement of the courier services regulation is legally mandated, more stakeholder consultations and public sensitization are necessary before implementation.
“I have directed this afternoon an immediate halt to the ongoing enforcement action by the Postal and Courier Services Regulatory Commission. The action, in conjunction with the Ghana Police, is a necessary activity to bring some sanity and order to the use of motorbikes for delivery purposes as stipulated by law. However, I believe the Commission needs to do more stakeholder engagements and public sensitisation before the enforcement activities commence,” the Minister stated.

Sam George stressed that the enforcement of courier licensing laws must be carried out in a “humane and inclusive” manner. He revealed plans to hold meetings with courier operators, delivery service providers, and other stakeholders in the coming days to develop a clear and acceptable roadmap for implementation.
His directive follows a petition submitted by a group of concerned courier riders to the Chief Executive Officer of the Youth Employment Agency (YEA), Malik Basintale, protesting the recent enforcement actions.
This decision is expected to ease tensions among Ghana’s growing courier and delivery service sector, which has become a critical part of the digital economy, especially with the increasing demand for e-commerce and online delivery services.
