Ghana’s Minister for Finance, Dr. Cassiel Ato Forson, has delivered a message of renewed confidence to international investors, reaffirming that Ghana’s economy is on a measurable path to recovery and positioned for sustained growth and stability.

Speaking to a full audience on the sidelines of the 2025 IMF and World Bank Annual Meetings in Washington, D.C., Dr. Forson declared, “Ghana is on track. We will sustain the gains.”

The Finance Minister emphasized that the success of recent policy interventions is already evident in declining debt vulnerabilities and stronger macroeconomic fundamentals.

Economic Outlook and Key Projections

Dr. Forson expressed confidence in the sustainability of ongoing structural and fiscal reforms, noting that these reforms are designed to secure long-term macroeconomic stability.

He outlined several key economic projections for the near term:

  • Growth Rebound: Economic growth is expected to rebound strongly in the final quarter of 2025, driven by a revitalized real sector.
  • Inflation Easing: Inflation, which has seen significant declines in recent months, is projected to ease further, returning to single digits by year-end.
  • Primary Balance Goal: The government is on track to achieve a positive primary balance of 1.5% of GDP by the close of the fiscal year — a key milestone in consolidating fiscal reform gains.

Commitment to Fiscal Discipline

Dr. Forson reaffirmed the government’s commitment to fiscal consolidation through tight expenditure controls and prudent financial management.

“Our focus remains on maintaining stability, rebuilding confidence, and laying the foundation for inclusive growth,” he stated.

The Minister’s remarks come at a time when Ghana continues to implement key economic reforms under its IMF-supported recovery programme, aimed at restoring debt sustainability, boosting investor confidence, and supporting private sector-led growth.
