Former NSA Executive Director Osei Assibey Antwi Charged with Stealing Over GH¢500 Million

The former Executive Director of the National Service Authority (NSA), Osei Assibey Antwi, has been charged with 14 counts of stealing and causing financial loss to the state amounting to over GH¢500 million.

The charges were filed by the Attorney-General and Minister of Justice, Dr. Dominic Ayine, in a suit dated October 13, 2025. Court documents sighted by Voice of Buluk indicate that the alleged offences occurred between August 2021 and February 2025 during Mr. Assibey’s tenure as Executive Director of the NSA.

Breakdown of the Charges

Count One – Causing Financial Loss to the Republic

According to the charge sheet, Mr. Assibey Antwi is accused of willfully causing financial loss of GH¢500,861,744.02 to the National Service Authority.
He allegedly authorized payments of allowances to over 60,000 non-existent (ghost) national service personnel, leading to a massive loss to the state.
This act, prosecutors say, violates Section 179A(1) of the Criminal Offences Act, 1960 (Act 29).

Count Two – Stealing

In a separate charge, the former NSA boss is accused of dishonestly appropriating GH¢1,612,000 belonging to the National Service Authority on or about August 22, 2023 in the Greater Accra Region.
This is contrary to Section 124(1) of the Criminal Offences Act, 1960 (Act 29).

Additional Counts

Beyond the two major charges, Mr. Assibey faces 12 additional counts relating to the misappropriation and misapplication of state funds, abuse of office, and breach of procurement regulations.
Prosecutors say investigations revealed a systemic diversion of public funds under his leadership, resulting in the creation of fake personnel lists and fraudulent disbursements through the service’s payroll system.

Attorney-General’s Position

The Attorney-General’s Office, led by Dr. Dominic Ayine, has emphasized that the case forms part of ongoing efforts to tighten accountability in public service and prosecute high-level corruption.
Dr. Ayine stated that the National Service Authority’s payroll system was manipulated to include thousands of fictitious names, a move that cost the state hundreds of millions in losses.

Background

Mr. Osei Assibey Antwi, who served as Executive Director from 2021 until early 2025, oversaw several key reforms in the National Service Secretariat (now National Service Authority). However, internal audits reportedly uncovered financial discrepancies and unauthorized payments, prompting a full-scale investigation by the Economic and Organized Crime Office (EOCO).

He is expected to make his first court appearance in Accra in the coming days.

If convicted, the former Executive Director could face long-term imprisonment, asset confiscation, and a ban from holding public office under Ghana’s anti-corruption and financial accountability laws.
