The Accra Regional Police Command, in collaboration with the Central Division Police Command, has arrested a suspected serial thief following multiple reports of stolen personal belongings at the Diaspora Summit 2025 held at the Accra International Conference Centre (AICC).

The arrest comes after summit participants lodged complaints about missing items, including mobile phones, iPads, credit cards, laptops, and ATM cards. In response, the police swiftly deployed an undercover security operation aimed at identifying the perpetrators and safeguarding attendees.

Suspect Arrested During Undercover Operation

Addressing the media at a press conference on Tuesday, December 23, the Head of Public Affairs for the Accra Region, Superintendent of Police Juliana Obeng, disclosed that officers apprehended Regan Kwesi Egui-Addo, also known as Morgan Addo. The suspect was already on the police wanted list for previous theft-related offences within the Accra Central Police Division.

According to Superintendent Obeng, the suspect was found posing as a legitimate participant at the summit and was wearing an official event tag. However, upon questioning, he failed to provide a credible explanation for his presence at the conference, leading to his immediate arrest.

“He was subsequently detained at the Ministry’s Police Station, where investigations are ongoing,” she stated.

Preliminary investigations indicate that Egui-Addo allegedly uses deceptive tactics to steal valuables during conference breaks. Police say he targets unsuspecting participants, stealing ATM cards, laptops, and bags before discreetly exiting crowded areas.

Stolen ATM Cards Recovered

Following the arrest, police conducted a search at the suspect’s residence in Ashaley-Botwe, where eight ATM cards belonging to different individuals were recovered. The recovered cards include:

  • GCB ReadyCash ATM Card – Angela Esi Anderson
  • GCB Debit Plus VISA Card – Ishaka Marissu
  • GCB Debit Plus Mastercard – Abena Safan
  • GCB Classic Mastercard – Ruby Esenam Bana
  • GCB ReadyCash ATM Card – Alimatu Inussa
  • ABSA International Debit VISA Card – Ransford Ashitey
  • GTBank Mastercard – Serial Number 545441003674430
  • Fidelity Bank VISA Card – Eddie Elliot

Police are currently working to trace the owners of the recovered cards and determine whether additional victims exist.

Police Call for Public Cooperation

Superintendent Juliana Obeng used the opportunity to urge the public to remain vigilant and cooperate fully with law enforcement agencies, especially during the festive season.

She emphasized that public support and timely reporting of suspicious activities are crucial to ensuring a crime-free Christmas and enhancing security at public events across the country.

Investigations into the case are ongoing, and the suspect is expected to be arraigned before court in due course.
